The ultimate goal of this standardization is the bit rate reduction for storage and transmission. With the advances in VLSI technology, the hardware implementations of these MPEG standards began to take place for a variety of purposes. MPEG standards offer the possibility to store or transmit the vast amount of data necessary to represent digital images and video in an efficient and robust way. MPEG decoders are traditionally equipped with hardware blocks dedicated to decoding algorithms such as Motion compensation and IDCT (Inverse Discrete cosine Transform). MPEG decoding requires intensive computation to handle a large amount of encoded image data. To meet the need of efficient digital representation of image and video signals and the need for International image and video compression standards the Moving Picture Experts Group (MPEG) was formed to develop coding standards. The design entry and all compilation as well as synthesis was done by using Quartus Tool and was implemented on DE1 “university program “ board. The VGA controller reads continuously from the VRAM and displays the video on monitor. The decoded frame is written to the SRAM (512 KB), which is made dual ported to act as VIDEO RAM or VRAM. The MPEG-2 file resides in the flash memory, from where data is read byte-by-byte by the decoder module. The output is provided in 24 bit RGB form.

The designed decoder module takes the serial bit stream in MPEG-2 format from Flash Memory (4 MB) as input, parses the system layer and decodes the video data.

The bit-by-bit algorithm, for decoding the base layer Mpeg-2 video stream, was abstracted from the C code and the corresponding hardware module for decoding the sequence was designed in VHDL using Quartus 6.2 tool supplied by Altera.

We have used the C code as the reference, provided by the MPEG Software Simulation Groups. The work involves designing the complete decoder and related interfacing logic for reading the MPEG file from flash memory, storing the decoded data in SDRAM (8 MB) and displaying the video on the SVGA monitor by reading the data from SRAM. The MPEG-2 (Motion Pictures Experts Group) video bitstream without any Scalable Modes is called the Base layer bitstream.
